A friend of mine have a good Cruel Naga deck.
Phantasma Horror Gigazald is really helpful and extremely strong in this Deck.
Wily Carpenter is good too ( even better in combination with gigarayze)
Funky Wizard is okay but i wouldn't play him without having a Gigazald in the Battle Zone.

Tbh, Naga had subpar baits in an era (that is still) overrun by power rush and dragon decks Dont call it dragon masters for a reason. There may be good naga decks but there are better beast folk rush

The biggest problem is not the evo bait for Cruel Naga as there are pretty cheap ones out there which are somewhat useful (Wily Carpenter, Time Scout, Gigabalze, Gigaslug). The problem is that Cruel Naga itself is so subpar, it is basically a Crystal Lancer with a 1k power boost that rewards your opponent for being in a losing position and then he just has to get rid of your 1 Cruel Naga to clear the whole field.

Who said Cruel Naga is bad?
Cruel Naga isn't a core card, he is an option.
I would prefer calling a Cruel Naga deck Gigazald Control, because Gigazald is your "boss" Card and Cruel Naga maybe come out if the opponent have an heavy board.

I agree with Halfar, Cruel Naga could be teched in as a 1 of in a deck that centers around Chimeras and just a minimal amount of Merfolks like for example 4 Wily Carpenters to see your important pieces early enough.

I'm hoping to find a way to make Naga a prominent focus at least, like starnoid or pegasus decks. Maybe some kind of messed up strat with Schuka, Duke of Amnesia to wipe everything clean and use draw power to win? Kamikaze creatures like propellor mutant?
Hmm, I believe it is now my life's purpose to create the ultimate Cruel Naga-focused deck, and hope it's at least tier 2.

Cruel Naga is such a cool card, but its just not good enough for it to be worth it. Vortex Evolutions are essentially -2 when you play them (3 cards turn into 1), so they need to give you a huge reward in order for that -2 to be worth it. In my opinion, Wise Starnoid is the only Vortex Evolution that i can say is really worth it. On top of that Starnoid also easely has the best bait cards, AND even the best effect of the Avatars in my opinion. After Starnoid i would put Aura Pegasus, since it has very high power, triple breaker, a decent effect, but also because it has rather good bait (namely Rumbling Terahorn which evens searches Pegasus out). Then you have Death Phoenix and Soul Pheonix, which both have good effects, but are rather hard to play because of bad bait. Then there is Cruel Naga, which has bad bait (at least compared to the others), and even Cruel Naga itself isnt always that great. Its unblockable and powerful etc, but its second effect can just as well help your opponent as much as it can hurt him. I would like to make a Cruel Naga deck myself, just because the card is cool, but it will be more for fun rather than trying to make a top tier deck.

I have attempted a Cruel Naga deck. I highly recommend utilizing it with cards that return it to YOUR hand. For example, get Naga out, Spiral Gate it to destruct the field. Then since Spiral Gate only costs 2, you still have mana left to play some of the bait you used for it. I do agree it is one of the lesser vortex evo's because of its lack of decent evo bait, but even cards like Wily Carpenter you can use with cards you want in the grave such as cloned cards or cards in which gigarayze can bring back to hand. It takes some work, but you can make a decent Naga deck. Good luck!
